Learning and Development

Learning and Development

We recognise that the skills, knowledge and expertise of our people are central to our success. So we are committed to investing in the development of our people – it’s core to our culture and what we value.

We strive to ensure that all of our employees are supported in achieving their full potential. This, in turn, enhances the services we provide to the people of Ireland.

Here are some of the ways in which we support our people to achieve their potential:

Sponsorships to Complete Relevant Further Studies

Our Academic and Professional Training Scheme (APTS) supports employees undertaking further qualifications that enhance their skills and enable them to bring new knowledge and develop fresh thinking to help shape the future of the Central Bank.

We understand the time and dedication that undertaking a qualification involves and we support our people financially, in the form of course fee payment, and through the allocation of both study and exam leave (where applicable).

Career Framework

We know your career story is about finding something you love and doing it well. At the Central Bank, you can apply your technical knowledge and experience to many different types of projects and scenarios – often in ways which may not be obvious from the start. As a large and diverse organisation, we provide great career opportunities across a wide variety of functions and divisions. “Pathways” is our in-house career development tool, which is designed to help you make the most of these opportunities.

One Bank Curriculum

We are constantly challenged and rewarded by the specialist and unique nature of our work. This can mean that some of the skills we require are difficult to recruit in a market where the relevant experience isn't always available.

To address this and to give our employees the best grounding in our specific environment, we have created the “One Bank Curriculum”. This is an academic programme designed to meet the technical training needs of our employees. The first part of the Curriculum is known as the One Bank Foundation Programme. The next two programmes in the Curriculum are the Professional Certificate in Central Banking and Financial Regulation and the Professional Diploma in Central Banking and Financial Regulation which are accredited by IOB and University College Dublin.

One Bank Foundation Programme

This programme helps employees in gaining the required technical knowledge and understanding of the Central Bank and its operations, as well as developing the reasoning and critical thinking skills necessary to carry out our Mission, "The Central Bank of Ireland serves the public interest by safeguarding monetary and financial stability and by working to ensure that the financial system operates in the best interests of consumers and the wider economy". The programme has been developed internally in recognition of the importance of having a broad understanding of the Central Bank and its mandate. All new starters are automatically enrolled on the programme within three months of joining the organisation.

Through this programme, employees obtain an overview of the Central Bank itself, including its history, mandate, powers, partners, and values. They are also introduced to the key concepts of financial regulation and central banking, building a solid foundation of knowledge of all areas in which the Central Bank operates. Importantly, the training is delivered by fellow employees who share their own experiences and put theory into context.

One Bank Curriculum Accredited Programmes

The Professional Certificate in Central Banking and Financial Regulation is a bespoke learning programme accredited by University College Dublin at level 7 on the National Framework of Qualifications. The programme is delivered by leading academic and industry experts with guest lectures from fellow Central Bank employees. Participants are eligible for CPD hours upon programme completion. All new starters will commence the three module Professional Certificate Programme within two years of joining the organisation.

Following completion of the Professional Certificate participants will be able to demonstrate a deeper and more strategic level of technical and professional skills, knowledge and competencies. The programme acts as a driver of the culture of excellence underpinning our ‘One Bank’ ethos.

A more advanced, Professional Diploma in Central Banking and Financial Regulation is also available and is based at level 8 on the National Framework of Qualifications.

International Secondment Opportunities

As a member of the Eurosystem, a substantial number of secondment opportunities are available to our people. We encourage employees to view secondments as a natural part of career development and as an opportunity to develop new skills and competencies.

For those who are successful in securing a secondment opportunity, we provide a number of supports to make the process of taking up a new role in a new country that bit easier.
