Central Bank publishes Key Facts Document (‘KFD’) in relation to Benchmark Administrator applications

Securities Markets Regulation

Date: 29 March 2019

The Benchmarks Regulation introduces a regime for benchmark administrators that will ensure the accuracy and integrity of financial benchmarks in Europe. The Regulation entered into application across the EU on 1 January 2018, with transitional provisions for some current EU benchmark administrators until 1 January 2020.

The Central Bank of Ireland in considering the authorisation and registration processes and the third country provisions, has today published a KFD in support of these applications.  This document is being provided so that entities who are seeking to act as Benchmark Administrators and provide benchmarks in the EU are aware of the information the Central Bank will seek prior to any formal application being made.

The formal application forms and our supervisory requirements will follow and a further update will be published on our website shortly.
