Portal Help

Each institution is assigned a unique identifier on the Portal called the ‘Institution Number’. This number is your existing ‘C’ code prefixed with ‘CBI’ and leading zeros up to 11 characters. So, for example, if your institution’s ‘C’ code is C1234, the Institution Number on the Portal will be CBI00001234.

Institutions should continue to use their ‘C’ code in existing interactions with the Central Bank, such as accessing the Online Reporting (ONR) System.

Investment Funds can add delegates to their Portal profile. This allows the Investment Fund to permission another institution (‘the delegate’) to complete specific tasks on the Fund’s behalf, including submitting request changes and communicating with the Central Bank in relation to those changes via Portal Messages.

To add a delegate, the Investment Fund’s Portal Administrator/user* simply goes to the Manage Delegates screen and selects ‘Add Delegate’. A list of applicable institutions will be displayed from which the Portal Administrator can select the correct delegate. The Portal Administrator can then assign the relevant permissions to the delegate.

A key feature of the Central Bank of Ireland Portal is our institution selector. This displays the institution(s) that you can access on the Portal. For Portal users of delegated institutions, you will not only see your institution’s details in this field, but you will also be able to select the Investment Funds that have added your institution as a delegate; these funds are identified with a rectangular label “Delegate” to the right of their name. By selecting the Fund, the delegated user will be able to complete tasks (as permissioned) on behalf of the Fund.

*Portal users need to have the appropriate permissions to complete these activities. Permissions are assigned to all Portal users by the institution’s Portal Administrator. 

There are two main types of users:

1. Portal user:

   This refers to any registered user of the Portal, including Portal Administrators. A new Portal user must contact the institution’s Portal Administrator to be added* to the institution’s Portal profile with the necessary permissions.

   *The only exception is an institution’s first Portal Administrator, who will have to complete an Online Return submission to become the institution’s Portal Administrator. This will be explained in specific communications when your institution is being on-boarded.

2. Portal Administrator:

   The Portal Administrator is responsible for managing the institution’s user access on the Portal, including adding and permissioning all other Portal users for the institution.

A subset of the data that the Central Bank holds about your institution will be displayed on the Portal. The dataset available depends on your authorisation, but may include address information, the types of insurance classes you are authorised to provide, your connections with other institutions, and more. Please note that Pre-approved Control Function and returns data will not be displayed as part of the initial launch.

The Central Bank of Ireland Portal enables an institution to request changes to their data that is held by the Central Bank of Ireland. The specific changes that can be requested depend on the type of authorisation under which the institution is approved to operate.

The Central Bank of Ireland Portal messages functionality enables secure communications between Portal users in an institution and designated teams in the Central Bank of Ireland. Portal messages will initially be used in conjunction with request changes only.

Not unlike the Central Bank’s Online Reporting (ONR) system, any institution using the Central Bank of Ireland Portal will need to have a Portal Administrator in place. The Portal Administrator will be responsible for the institution's overall use of the system by managing their institution's users' access and permissions appropriately.

The Central Bank of Ireland Portal uses multi-factor authentication to verify the identity of all Portal users. This helps us safeguard the data we exchange and present via the Portal. Multi-factor authentication is predicated on "something the user knows" and "something the user has" and Portal users are required to present at least two pieces of evidence (or "factors") to successfully access the Portal – your login details (a unique person code and a password) and a second factor method.

Users will need to self-register on the Central Bank of Ireland Portal to obtain their unique person code and to create their password and second factor method (i.e. phone call, mobile app or token).
